Well, one, I don't write (or see first) the byline, and two, most of where I was is generally labelled East Africa. Rwanda, after all, is part of the East African community. More nuanced descriptors might be "Central Africa"--though that's also problematic--or the "Great Lakes region" which pretty much gets it right. Except, of course, for Sierra Leone, which is inarguably not any of the above.:) Good question.
